A new law in Turkey is awaiting the signature of the president, but it's already passed parliament. The goal is help curb the country's cesarean rate which is over 65% in private and university hospitals. They have also tried reducing the payments made for cesarean births as a way to decrease the number of cesareans.
While it is still legal to do a cesarean birth, it is supposedly only to be done for the utmost of medical emergencies. This would hopefully reduce the rate of non-emergency cesareans, scheduled cesareans for non-medical reasons and the like. The first reaction tends to be shock that a government would do this, but when you step back and look at the truth of how we get people to change behavior, it's more often policy and pocket book than it is about education.
